Settlement previously had no executable owner workflow in the ecosystem registry. Register the actual signed CLI transfer/receipt/indexer restart command, preserving current merged-main source-change and dirty-after attestation guards.

Validated registration124595ae76f3c09a10b70780a7d10ee411a1fb7b:13 controller tests pass. Exact Arrha fd8db9f259249b527ce78081a42a68919c6b1531 CI pins this registry commit, executes the real native workflow through the controller, and reports settlement_chain:passed. Receipts are placed outside the owner source tree; owner source SHA/binary hashes and clean-before/after checks remain meaningful.

Actual controller/runtime receipt: https://github.com/jadenfix/arrha/actions/runs/38340758424
Native dependency: jadenfix/arrha#411

All seven capabilities now have executable registrations. This verifies the settlement capability, and does not claim that all seven services ran together or that a cloud/public-chain deployment exists.
