@fabbione no rush, we can take a look at it together on Monday.

This splits the old main pipeline into pcs-0.12 and main pipeline. It
splits the stable pacemaker into the pcs-0.12 pipeline and pacemaker
main into the pipeline for pcs main branch.

When Pacemaker forks the branch for 3.1, and the corrsponding pipeline
is added, a new pipeline for pcs-1.x will be used to test against it.
pcs-0.12 is not supported on rhel-9, ubuntu-24-04 or
fedora-rawhide. Exclude them from voting, nonvoting, covscan
and buildrpms as appropriate.

Add a new pipeline stage for the pcs-1.x branch building against
pacemaker main. Use RHEL 10 and Fedora 44 as stand-ins until the
target platforms (RHEL 11, CentOS Stream 11, Fedora 45) are
available. Nonvoting: Fedora Rawhide, Debian unstable, Alpine.
Update getPublishBranches and getProjectProperties accordingly.

When pacemaker 3.1 is forked, depbuildversion should be changed
from 'main' to '3.1'.

pcs-0.11 does not support Fedora, Alpine or Debian. Exclude
them from voting, nonvoting and buildrpms. Keep Ubuntu 24.04
LTS and RHEL 9/CentOS 9 as voting platforms.
