test(core): fused_probe_matches_the_pinned_dispatch_rules failed once in nightly and did not reproduce #2824

Problem

Nightly verify run 41227995596 (https://github.com/lablup/mlxcel/actions/runs/41227995596, main 0a0b055, macOS Apple Silicon, 2026-10-31) reported a failure of window_sdpa_tests::fused_probe_matches_the_pinned_dispatch_rules, in addition to the two timing tests fixed by #2809 and #2811. Those fixes do not cover it.

It passed in mlxcel-core --test-threads=1 on db41244 (2199 passed) and in full make verify runs on e7d45be and on #2819. The cause is unknown. The failure text was not recorded in earlier notes, so it has to be read from that run's log.

• Whether it depends on another test's state, the device or scheduling is determined.
• It is fixed, or shown to be environmental with the evidence recorded.
