docs(devlog): record how the Codex Set chrome unit was delivered - #3470
Conversation
The unit shipped across two pull requests rather than one, so the verification record now names both merge commits and the ancestry proof for each, instead of leaving a reader to reconstruct it from the PR list. It also records why #3468 needed the gui-screenshot-waived label: enforce-target matches the word "gui" in a title or path, and that PR is two test files and a devlog note with no runtime change, so there was no UI delta to capture. That is the false positive the label exists for, and a waiver with no written reason is the kind of thing that reads as a bypass six months later.

Fix the Markdown heading syntax on Line 56.
The line starts with #3468, so markdownlint reports MD018 (no-missing-space-atx). Prefix the reference with PR or escape the #.

Move the delivered unit out of _plan
This delivery record establishes that both the implementation and regression guards have merged, so the unit now has a terminal outcome. Leaving it under devlog/_plan/ makes completed work appear open; move the directory to devlog/_fin/ as part of this closeout.

Correct the screenshot-gate explanation
The statement that enforce-target matches gui in a title is inaccurate for the version used by #3468: .github/scripts/pr-quality.cjs:522-531 raises missing_ui_screenshot only when a changed path is gui/under gui/ or the file list is truncated, and it does not consult the title. This PR needed the waiver because its two test files were under gui/tests/; recording that actual condition avoids misleading future maintainers about how to prevent or diagnose this failure.

No code, no test, and no build input changed — the diff is 20 added lines in one markdown file under
devlog/_plan/, which nothing in the build, typecheck, or test path reads. The facts asserted in the added table were verified against the live remote before writing them, not from memory:
