Update the stale timeout comment.
Changing timeout-minutes to 75 leaves Lines 715-718 stating that the 30m job timeout is the outer backstop. Update that comment to 75m so the workflow documentation matches the enforced limit.

Merging with macOS legs outstanding, and recording why rather than leaving it implicit. At this exact head the full Linux suite (test 1/4 through 4/4), This change is platform-neutral, so waiting on a queue that is both saturated and known-unreliable would delay the work without adding information. The evidence that governs the release is not per-PR macOS legs; it is the full-platform Stating the boundary plainly: this is merged on Linux, gates and cross-platform smoke evidence at its exact head, with macOS coverage deferred to the candidate run rather than claimed here. |
A `workflow_dispatch` against `dev` landed in the same concurrency group as the `push` runs on `dev`, because the group was keyed on `github.ref` alone and `cancel-in-progress` was unconditionally true. The next merge therefore cancelled the dispatch. Run 35318264610 was cancelled in the same second its job started, three minutes after it was queued. The lane this hurt is `macos control`, the longest job in the workflow at roughly fifty minutes, so on a branch under active development the odds that no merge landed inside its window were close to zero. A maintainer dispatching it for release evidence usually got nothing back and had no reason to notice, because a cancelled job reports neither pass nor fail. Those cancellations were read as runner capacity for months; raising the budget from 30 to 75 minutes in #5028 did not change them. Supersession is still what `push` and `pull_request` want, so they keep it. A dispatch is keyed on `github.run_id` instead, which is unique per run, so each dispatch is a group of one: it cancels nothing and nothing cancels it, including a second dispatch of the same ref. Closes #5037.
Summary
The unsharded
macos controllane has a 30-minute job budget and needs about fifty minutes, so it has never once completed. Every run was cancelled slightly past halfway, and those cancellations were read as runner capacity for months. An authorized one-off measurement let it finish for the first time: Test step 23:13:17Z to 00:03:56Z, 50m39s wall, Bun reporting 3034.18s across 26526 tests in 1343 files. The suite exited on its own rather than being killed, so that is a complete number rather than a prefix.
This raises the budget to 75 minutes, which is the measured duration plus roughly 24 minutes of headroom. The number is measured, not guessed — that distinction matters here because
tests/helpers/test-budget.tssets out the two conditions a budget increase has to meet, and the first is that the wait is intrinsic to what is being asserted. It is: this lane exists to run the whole suite in one process, which is the only place shared-process and cross-file ordering pressure is observable at all. What this is not. It is not a fix for anything that run reported. The first complete run surfaced four tests that exceed their own timeouts under shared-process pressure —
web-search heartbeat retryat 6233ms against 5000,image non-droppableat 60323 against 60000,imageTierBiasat 91516 against 60000, andprovider-option ownership spineat 31801 against 30000. Those are tracked in #4997 and remain open. Raising this budget is what made them observable and must not be read as resolving them.It is also not a change to any other lane. Only
macos-controlmoves; the Linux shards stay at 15,platform-macosat 20,platform-windowsat 30.Sharding this lane was considered and rejected: it would delete the only oracle for cross-file ordering pressure in the repository, which is a strange thing to remove in the same round where order-dependent hangs are the open question (#4956).
Closes #4905.
Verification
Local verification was not run because this lane forbids local suites, builds, typechecks, installs and
ocxinvocations; hosted CI is the executable verification.tests/ci-workflows/ci-workflows.test.tspins every job budget, so the guard assertion moves with the workflow in the same change and the pairing is enforced rather than conventional. That guard is what failed the measurement branch, correctly, which is how the 30 was confirmed to be load-bearing rather than incidental.Checklist
AGENTS.mdplaces behind explicit security review. The change is a singletimeout-minutesvalue on one job. It adds no permission, no secret, no action reference, no trigger and no runner label, and it cannot affect what any job is allowed to do.Summary by CodeRabbit
