P2 at src/server/responses/core-combo.ts:995-1000: current global OAuth-pool state does not prove that this particular 429 was synthesized by the pool. For example, an Anthropic API-key request can return a genuine upstream Retry-After while stored OAuth accounts happen to be cooled. The new condition checks the provider name/status/global eligibility, not auth mode or refusal origin; with no attributed failedAccount, it drops that real delay before target cooldown is recorded. This violates the stated preservation of upstream wait directives. The existing review comment identifies the same issue, and the surrounding account-attributed path should not be conflated with this unqualified target path.
Carry explicit local-all-cooled refusal provenance from request-transport through consumeComboFailure/ConsumedComboFailure (an internal marker, not inference from current global state or message text), and suppress target Retry-After only for that provenance. Keep upstream 429/reset evidence authoritative regardless of unrelated pool state.
Add a production-dispatch regression for both (1) a local pool-held refusal followed by a newly eligible account and (2) an API-key/upstream 429 with cooled OAuth state, asserting the latter target remains parked for the actual Retry-After. The current second test mirrors the proposed conditional and calls coolComboTarget directly, so it can pass while the production source-selection contract is wrong. Update the owned combo/pool contract documentation as well. Readiness is currently open and required hosted CI has not run; no sponsorship, CI waiver, security scan or live account experiment was performed.

…pool When every Anthropic OAuth account is cooled, the pool refuses locally with a 429 whose Retry-After is `getAnthropicPoolRetryAfterSeconds`: the earliest per-account cooldown, restated. lidge-jun#6255 deliberately keeps cooling the combo TARGET on that refusal, since no account was identified, so the server-delay path records it as an authoritative upstream delay of up to the 24h ceiling. That number is local state, not an upstream statement, and local state changes: an account is added, resumed, re-authenticated or has its cooldown cleared. Only a combo edit or delete clears a target cooldown (`clearComboTargetCooldowns` is called solely from management/combo-routes.ts), so after a weekly window exhausts every account, a freshly added account sits ignored by every combo that routes through Anthropic until the target expires, up to a day, while the pool itself would already serve it. `isAnthropicPoolLocalRefusal()` classifies that one response by provenance, not by current pool state alone: the target must be the OAuth `anthropic` provider, no account may have been identified for the failure, the status must be 429, and the pool must be holding the wait (no eligible account, at least one known cooldown expiry). Only then is the pool's restated Retry-After withheld from the target cooldown. The target still cools (the anti-hammer guard lidge-jun#6255 intended), but for the local fallback, which `coolComboTarget` already caps at ten minutes. Re-offering the target while the pool still holds the wait costs a local refusal with zero upstream sends. A genuine upstream Retry-After keeps parking the target in full: an upstream 429 on a pool account always cools and names that account, an API-key provider never qualifies, and a single account is never cooled by rotation. The tested wait-vs-failover contract in combo-authoritative-reset.test.ts passes unchanged. The classifier lives in core-combo.ts and only reads the pool through existing exports, so no auth surface is modified. Verification: `bun run typecheck` clean. always-on-429-failover: 12/12 with three new cases. One drives the real `executeComboResponses` failure path with a child that answers the pool's 429 and a four-day Retry-After: the target re-opens at ten minutes when the pool holds the wait, and stays parked in the control run where the same 429 arrives with an account still eligible; reverting only the call site to always forward Retry-After fails it. The other two cover the pool-held refusal, an identified account, an API-key provider, a non-429 status, recovery on a newly saved account, and the target cooldown expiring at ten minutes rather than the pool's four-day Retry-After. Both fail with the classifier forced false. tests/routing plus the three combo cooldown suites: 1249 pass / 21 fail against 1247 / 21 on dev, the same 21 pre-existing failures. Release triage (maintainer lane): I re-checked head
I approved the pending fork workflow runs for this head, and hosted CI is in progress. @Ingwannu, could you re-review against |
Maintainer integration (@lidge-jun): the P2 is fixed at 46a3280 and carried into head 0602d7b. isAnthropicPoolLocalRefusal now requires provider anthropic with authMode oauth, status 429, no identified failed account, no eligible pool account and a live pool retry-after. An API-key 429, or one on an identified pool account, keeps its full Retry-After. An independent review confirmed this, and regressions are in tests/routing/always-on-429-failover.test.ts. Happy to revert if you see a remaining gap.

Summary
Follow-up to #6255. When every Anthropic account is cooled, the pool refuses locally with a 429 whose
Retry-AfterisgetAnthropicPoolRetryAfterSeconds()— the earliest per-account cooldown, restated. #6255 deliberately still cools the combo target on that refusal (no account was identified), so the server-delay path records it as an authoritative upstream delay, up to the 24hMAX_SERVER_DELAY_MSceiling.That number is local pool state, not an upstream statement, and local state changes: an account is added, resumed, re-authenticated, or has its cooldown cleared. Nothing clears a target cooldown except a combo edit or delete (
clearComboTargetCooldownsis only called fromsrc/server/management/combo-routes.ts). So once a weekly window has exhausted every account, a freshly added account is ignored by every combo routing through Anthropic until the target expires — up to a day — while the pool itself would already serve it.This happened in production: an account added at 12:48 would have been unusable through the combo until the next day.
Fix
isAnthropicPoolLocalRefusal()incore-combo.tsclassifies that one response by provenance, not by current pool state alone: the target is the OAuthanthropicprovider, no account was identified for the failure, the status is 429, and the pool is holding the wait (no eligible account, at least one known cooldown expiry). Only then is the pool's restatedRetry-Afterwithheld from the target cooldown at the single combo failure site.It only reads the pool through existing
anthropic-routingexports, so no auth surface (src/oauth/) is modified. The target still cools — the anti-hammer guard #6255 intended — but for the local fallback, which
coolComboTargetalready caps at ten minutes. Re-offering the target while the pool still holds the wait costs one local refusal with zero upstream sends, so nothing is hammered and no quota is spent.Deliberately narrow
I first tried simply capping every server-stated delay at ten minutes and dropped it: it breaks the tested wait-vs-failover contract, because
earliestComboCooldownExpirywould report a false expiry. This change leaves that contract alone:Retry-Afterstill parks the target in full: an upstream 429 on a pool account always cools and names that account (failedAccount), an API-key provider never qualifies, and a single account is never cooled by rotation (the existing "strict no-op" case).tests/codex-integration/combo-authoritative-reset.test.ts(780s–7200s server delays honoured in full) passes unchanged.Verification
bun run typecheck— clean.bun test tests/routing/always-on-429-failover.test.ts— 11/11, two new cases:Retry-After.false, both new cases fail; restored, both pass.tests/routing+combos.test.ts+combo-authoritative-reset.test.ts+combo-permanent-failure-cooldown.test.ts: 1249 pass / 21 fail with the change vs 1247 pass / 21 fail ondev— the same 21 pre-existing failures; +2 are the new cases.file-size-baseline.json.The second new case mirrors the call-site condition rather than driving a full combo dispatch through
core-combo.ts, so the wiring itself (one conditional onretryAfter) is covered by review rather than by an HTTP-level test. Happy to add one if you'd like it pinned end to end.Full-suite validation was not run locally; the focused set above plus typecheck is what I exercised, with remaining coverage left to CI.
