Summary

Closes the plan unit for the omo (Codex / LazyCodex) carry series. It moves devlog/_plan/261001_omo_lazycodex_carry/ to devlog/_fin/ and adds 090_outcome.md, which records the three carries (#6366, #6367, #6389), their exact-head CI runs, the security-review outcomes, and the maintainer follow-up commits. No code changes.

• Docs only. git diff --check and bun run scripts/privacy-scan.ts pass locally. I did not run local test suites, on the owner's instruction. Hosted CI at the exact head will be checked before merge.
