Summary

Carries #6754 by @x3M3x so it runs under repository CI, with three fixes found in review.

Custom-named providers that target an *.openai.azure.com host could discover known models without input modalities or token limits, so Codex saw text-only models with default context sizes. Discovery now fills missing image/text/audio, context and output metadata from Azure's public model metadata and from regenerated bundled OpenAI metadata. Configured and discovered values keep precedence, provider caps still apply, and Azure inference capability flags are not treated as evidence of vision.

The public metadata fetch sends only an Accept header (no Azure credentials), is bounded to 16 MiB and 2 s, keeps a stale offline fallback, and filters modalities to text/image/audio.

Fixes beyond the source PR:

  • Config-root isolation. The metadata snapshot, in-flight refresh and retry cooldown were process-global. After switching config roots, a discovery admitted under root A could return root B's metadata. The root is now captured at discovery admission and carried through refresh, upstream awaits, cached and retained hints, custom rows and combo members, and the gather flight identity includes it.
  • Warm provider-result cache. Azure-enriched rows were cached after enrichment, so a warm cache leaked one root's limits into another. Discovery now caches only upstream rows and applies the captured root's metadata on every fresh, stale and cooldown read. Non-Azure providers keep their previous cache behavior.
  • Redirects. The metadata fetch uses redirect: "error"; a 302 to loopback is never followed.
  • Test layout. The suite lives at tests/providers/azure-vendor-metadata.test.ts, where the ^azure- layout seed resolves it, and is registered there in both layout tables (the membership oracle in tests/test-layout-tooling.test.ts rejects an explicit entry that disagrees with its seed).

Closes #6754 once landed (the source PR is closed manually after this merges).

Verification

  • Azure regression suite with root-switch (snapshot, flight, cooldown, pending discovery, warm cache A→B→A) and redirect cases: each new case red before its fix, green after.
  • Focused run: Azure metadata, provider discovery, retention, cache authority, gather single-flight, generated metadata, tests/test-layout.test.ts and tests/lab/core-lab-boundary.test.ts — 146 pass / 0 fail (reviewer's independent run).
  • bun run typecheck, bun run privacy:scan, bun run structure:check, git diff --check: pass. Generated metadata reproduces the committed output.
  • Independent gpt-6.1-sol review: two FAIL rounds (root isolation across awaits, redirects; then warm cache), all fixed; round 3 PASS at e0e5646fcb.
  • bun test tests/test-layout.test.ts tests/test-layout-tooling.test.ts tests/providers/azure-vendor-metadata.test.ts on the final tree: 42 pass / 0 fail (the oracle failed CI on the previous head with the suite under codex-integration).
  • Not run locally: the full suite, the docs-site build (left to CI), and a live Azure deployment.

Checklist

  • Scope stays focused and avoids unrelated cleanup.
  • Docs or release notes were updated when needed. (Eight locale provider pages, structure catalog/providers/runtime docs.)
  • Security-sensitive changes were reviewed for secrets, auth, and unsafe defaults. (Public, credential-free fetch with redirect refusal and size/time bounds.)

Carry #6754 with all eight provider documentation locales and regenerated
OpenAI metadata. Refresh public Azure metadata during discovery with bounded
Accept-only requests that reject redirects and retain stale offline fallback.

Isolate snapshots, in-flight refreshes and retry cooldowns by resolved config
directory. Capture that directory at discovery admission and carry it through
refresh, upstream awaits, cached and retained hints, custom rows and combo members.
Include the directory in the gather flight identity so distinct roots cannot join.

Cache only upstream model evidence for Azure-enriched discovery results. Apply
root-specific metadata and configured retention after every fresh, stale and
failure-cooldown read so one upstream result serves A-to-B-to-A root switches
without leaking another root's enriched capabilities or limits.

Register the Azure regression suite in both layout tables. Cover snapshot,
flight, cooldown, pending-discovery and warm-cache root switches, plus a native
302 fixture that proves redirected loopback metadata is never requested.

📝 Walkthrough

Walkthrough

The pull request adds Azure model metadata refresh and catalog projection, updates seven OpenAI snapshot context windows, and adds a GPT-6 Astra metadata entry. It also updates provider documentation and adds integration coverage for refresh, caching, metadata precedence, and configuration-directory isolation.

Changes

Azure Metadata and Context Refresh

Layer / File(s) Summary
Metadata sources and refresh
src/providers/azure-model-metadata.ts, src/providers/derive.ts, scripts/model-metadata.source.json, scripts/generate-model-metadata.ts, tests/codex-integration/azure-vendor-metadata.test.ts, devlog/_fin/260808_metadata_pipeline_dejawcode/020_azure_context_refresh.md, docs-site/src/content/docs/.../reference/configuration/providers.md, structure/runtime.md
Azure metadata is parsed, cached per configuration directory, and refreshed with a 24-hour freshness window, a two-second timeout, and a 16 MiB response limit. Lookup combines published Azure rows with vendor metadata. Seven OpenAI context windows change to 1,050,000, and the GPT-6 Astra row is added.
Catalog hinting and discovery
src/codex/catalog/*, tests/codex-integration/azure-vendor-metadata.test.ts, tests/fixtures/test-layout-expected.json, scripts/test-layout/layout.json, docs-site/src/content/docs/reference/configuration/providers.md, structure/catalog.md, structure/providers-and-adapters.md
Discovery passes its captured configuration directory through Azure refresh and catalog hinting. Azure metadata supplies missing modalities and token limits; configured or discovered values retain precedence. Azure discovery caches upstream rows and projects hints for the active configuration directory.

Azure discovery may take up to two additional seconds when metadata refreshes, and readers of translated guides may miss the new behavior. These are bounded concerns that do not prevent merging.

### Azure OpenAI model metadata discovery

For a base URL whose hostname ends in `.openai.azure.com`, discovery fills missing image/text
input support and context/output limits even when the provider has a custom name. Azure
`/models` inference and chat flags alone do not describe image support or token limits.
opencodex supplements them with the public [models.dev catalog](https://models.dev), using its
Azure rows before bundled Azure metadata and other vendor bundles. Model-id lookup is exact
or case-insensitive; a newly published model does not require a new opencodex release.

The public metadata snapshot refreshes during discovery at most once per 24 hours, with a
two-second deadline and a 16 MiB body limit. It is stored in `azure-model-metadata-cache.json`
under the opencodex config directory. No Azure credentials are sent to the public catalog.
Offline discovery keeps stale cached metadata or falls back to bundled hints; generation
requests do not fetch this snapshot.

Explicit input declarations and reported modalities retain precedence, including reported
`vision: false`. Existing vision sidecar coverage still applies. Reported/configured limits
remain authoritative and provider caps still clamp them. Metadata describes model support,
not a particular deployment capacity. Arbitrary deployment aliases such as
`my-production-model` cannot be mapped from Azure inference flags; set `modelInputModalities`
and `modelContextWindows` for that exact id when needed. Unknown ids are not guessed.

Add the new Azure metadata section to the translated locales, or record why it is English-only.

Lines 344-365 add the "Azure OpenAI model metadata discovery" section only to the English page. The fr, ja, ko, ru, tr, zh-cn and zh-tw pages in this PR update only the GPT-5.6 context figures. The localized pages are not contradicted, but they omit three user-visible behaviors:

  • The azure-model-metadata-cache.json file.
  • The models.dev fetch, which is an outbound network call to a public host.
  • The guidance to set modelInputModalities and modelContextWindows for deployment aliases.

The path instruction says translated locale pages must stay in sync with actual behavior. Add a translated equivalent of this section to each locale page.

As per path instructions: "Check that user-facing docs stay in sync with actual CLI/API behavior and that translated locale pages ... are not left contradicting the English source."

🚀 Performance & Scalability | 🔵 Trivial

The Azure metadata refresh delays discovery by up to 2 seconds.

Line 190 awaits refreshAzureModelMetadata before the discovery work starts. Two things limit the cost:

  • A refresh runs at most once per 24 hours for each config root.
  • After a failure, a 60-second cooldown blocks the next attempt.

On a cold or expired cache, an Azure provider's discovery can still take up to 2 seconds longer. This also applies when liveModels: false, because the refresh runs before that branch. The behavior matches the documented contract, so this is not a defect. If catalog latency becomes a problem, you can start the refresh in parallel with the upstream /models fetch and await it before the hint projection.

…esolves

The ^azure- seed resolves azure-vendor-metadata.test.ts to providers, and the
membership oracle rejects an explicit entry that disagrees with its seed. Move
the suite to tests/providers/ and register it there in both layout tables.
