Summary

Moves 205 devlog units whose work has landed from devlog/_plan/ to devlog/_fin/, so _plan lists only open work again (250 → 43 units).

Each unit was checked against live state instead of its own status line: merged PRs, commits reachable from origin/dev, and closed issues. Units that still own an open issue, an unimplemented scope, or an empty verification record stay in _plan. Deferred polish alone did not keep a unit open.

• Two _plan units already had a _fin copy. 260908_provider_runtime_stack was byte-identical. 260913_devin_image_passthrough was a strict subset, missing the merge-result section. The _plan duplicates are deleted.
• Every tracked reference to a moved path is rewritten from devlog/_plan/<unit> to devlog/_fin/<unit> (195 occurrences in 141 files), including source comments, structure/ docs, and one isScannedPath example in the file-size ratchet test. Three ../../_plan/ links and one sibling link that crossed the split are fixed by hand.
• No runtime behavior changes. Every non-devlog edit is a path string, and each edited line gets shorter.

Verification

• bun test tests/ci-workflows/file-size-ratchet.test.ts tests/ci-workflows/repo-hygiene.test.ts: 25 pass, 0 fail
• bun run structure:check: passed
• bun run privacy:scan: passed
• Relative-link audit of every devlog markdown file against origin/dev: no newly broken links after the move.
• git grep finds no remaining reference to a moved unit under its _plan path.
• Full suite and typecheck were not run locally, because the change is a docs move plus path strings. Hosted CI covers them.

Keep units without terminal outcomes in _plan

This unit still explicitly records Status: open, and its only companion document is a prospective implementation and verification plan with no terminal outcome, so moving it to _fin hides unfinished work from the open-work directory. This is not isolated: 260930_minimax_m31_flash_preview and 261001_jev_decision_routing are also archived while retaining the same open status and no outcome record. Restore these units to _plan, or add the concrete landing/outcome evidence before archiving them.
