test: stop rebinding released loopback ports - #7847
Several tests reserve a loopback port by binding port 0, release it, and then bind that number again later, in a child process or a second server. Another listener on a busy runner can take the port in between. This caused #7812: claude-picker-runtime > "a busy picker port leaves the applied profile for the next restart to retry" failed on Linux CI with EADDRINUSE and a null picker port, although the product behaved correctly. #7740 fixed the same class in cli-start-journal-order.
Each release-then-rebind site now either keeps the port held or lets the product choose its own port:
claude-picker-runtime.test.ts ([Bug]: claude-picker-runtime busy-picker-port test races on a released port #7812): the conflicting listener stays held for the whole case, and the restart binds through the existing bind seam. The case still proves that the applied profile entry survives a busy picker port and that the next restart adopts the port it actually bound.
ocx-launcher-runtime.test.ts, cli-client-start-owner-e2e.test.ts, sibling-home-client-sync.test.ts: child starts use port: 0 and the tests read the port the child published, keeping the runtime identity assertions. (start --port 0 is rejected by design, so the launcher case configures port: 0.)
cli-start-auxiliary-bind.test.ts: holds canary listeners and checks real socket closure.
cli-export-command.test.ts and two refusal cases elsewhere: the "nothing is listening" cases used a released port as a dead endpoint. They now inject and assert ECONNREFUSED, which is also deterministic on Windows, where connecting to :0 returns EADDRNOTAVAIL.
No assertion was removed, no timeout was raised, and no product code changed.

(pass / fail / error). Every Windows failure also occurs on dev on this shared workstation: picker CA/ACL setup timeouts, a sibling ensure timeout, and launcher cleanup reporting a stale CIM row for an already-dead PID. The extra picker error on the branch is the same pre-bind CA exception, reported after watchdog cleanup. Hosted Windows CI is the authority for those files.
#7812 red/green: with a competing listener taking the released picker port, the original case fails (0 pass / 1 fail; EADDRINUSE, null picker port) and the new case passes (1 / 0) while the competitor is still held. An earlier experiment against startConnectProxy gave 20/20 EADDRINUSE with a numbered rebind and 20/20 success with port 0.
tsc --noEmit, structure:check and privacy:scan entrypoints exit 0; none of the touched files has a file-size cap.
NOT RUN: full suite and local test:changed (CI runs test changed), macOS locally, hosted lane=all (to be dispatched on the merge head).

Summary by CodeRabbit
Tests
Improved coverage for dynamically assigned proxy and runtime ports, including startup, restart, shutdown, and port-release behavior.
Added checks for failed local health probes, proxy routing, and preserving an occupied port when startup fails.
Updated launcher and client tests to verify runtime-reported ports and process health.
Tests across Claude integration, CLI, service, and Minimax provider coverage now use dynamically assigned ports, retained listeners, or runtime records instead of releasing ports after probing. Assertions also check actual proxy ports, probe failures, and listener cleanup.

Summary
Claude proxy allocation and lifecycle tests/claude-integration/claude-intercept-proxy-auth.test.ts, tests/claude-integration/claude-picker-runtime.test.ts
Claude tests start proxies on dynamically assigned ports, retain egress relays in restart scenarios, and verify actual ports and listener cleanup.
Runtime-assigned ports and discovery tests/cli/ocx-launcher-runtime.test.ts, tests/cli/sibling-home-client-sync.test.ts, tests/service/shutdown-launcher.test.ts
Launcher, sibling-home, and shutdown tests use port 0 and obtain the bound port from runtime records or health responses. The launcher health check also compares the reported PID with the runtime record.
CLI probes and auxiliary listener checks tests/cli/cli-client-start-owner-e2e.test.ts, tests/cli/cli-export-command.test.ts, tests/cli/cli-start-auxiliary-bind.test.ts, tests/fixtures/refused-local-probe-preload.ts
CLI tests inject a refused local probe, verify its error marker, and inspect auxiliary preflight handles. The bind-failure test checks that the public canary remains reachable.
The direct-bridge fixture removes its attacker proxy. Provider tests use a live proxy canary to check direct routing and a bound TCP endpoint that destroys connections for the unavailable-proxy case.
lidge-jun/opencodex#7740: Both PRs replace released-port probing in tests with port-0 binding and runtime-record or dynamically assigned port checks.

Explanation
The title "test: stop rebinding released loopback ports" matches the main change. The PR replaces tests that released a loopback port and later rebound it with ephemeral ports, held listeners, or injected ECONNREFUSED. It uses a conventional test: prefix, is short, and names the core fix. It does not cover every file, which is expected. The summary and objectives both describe the same change.
Full details: Linked Issues check
Explanation
Issue #7812 requires the busy picker-port test in tests/claude-integration/claude-picker-runtime.test.ts to avoid rebinding a released port. The test now holds the conflicting listener and the egress relay, then uses the startProxy seam to reuse the held relay. Other picker cases use port 0 or retain the bound fixture. The restart assertions still verify the applied profile, the selected picker port, and the actual bound port. The PR also reports the targeted red/green reproduction and automated test results. No product code changed.
Full details: Out of Scope Changes check
Explanation
Issue #7812 scopes the work to the single busy picker-port test. The PR also changes unrelated test suites and fixtures, including tests/providers/minimax-clients.test.ts, tests/fixtures/minimax-bridge-direct.ts, tests/service/shutdown-launcher.test.ts, tests/cli/ocx-launcher-runtime.test.ts, and tests/cli/sibling-home-client-sync.test.ts. These tests concern MiniMax proxy routing, launcher startup, and sibling-client discovery. They do not support the picker-profile restart behavior in #7812. They implement the same general port-race theme, but the linked issue does not include those tests.
Resolution
Keep the #7812 change in tests/claude-integration/claude-picker-runtime.test.ts and remove the unrelated suite and fixture changes, or link active issues that define those additional test objectives.

Probe the public canary without an environment proxy.
If the parent process has HTTP_PROXY and no matching NO_PROXY, Bun can send this fetch through the proxy. The child’s NO_PROXY setting does not protect this parent-process assertion. The test can then fail even though publicListener still owns publicPort. Use directLocalHttpFetch from src/server/direct-local-http.ts for this assertion, or explicitly disable proxy use on the fetch. (bun.sh)
