Feature request: Add `cln_nwc` plugin

@advorzhak @gudnuf I'd love to add this plugin, I am using it myself :)

To get it over the finish line it will need tests that can be run in pytest, such as these tests for the bolt12-prism plugin.

Then just PR the plugin into this repo, as in this PR for the clnrest-rs plugin.

It's on my long todo list. It'll probs be a while before I get to it. If anyone wants to submit a PR for those tests I'd gladly accept them. Although it's getting a good bit of attention so maybe I'll be motivated sooner than later.

This should probably be fixed too gudnuf/cln_nwc#16

@advorzhak let us know if you need guidance to get this done! there isn't really anyone in charge of adding new plugins; it needs to be whomever is willing to maintain the plugin, so if that's you, I'm definitely down to make it happen!
