Temporary fork-only PR that runs only the new test linux workflow. It will be closed after the run.

The bundle threw `UnsupportedError('Unkown platform')` in the
PlatformAutomator constructor on Linux. Linux now has its own branch:
Dart-side tests run, and native actions throw a clear UnsupportedError.
On Linux the app reads PATROL_APP_SERVER_PORT and PATROL_TEST_SERVER_PORT
from the process environment, so a driver can pick ports without a rebuild.

Adds TargetPlatform.linux and a Dart driver for `patrol test -d linux`:
it builds the app, launches it once to list tests, then once per test,
and asks the app's PatrolAppService to run each one over loopback HTTP.
`patrol develop -d linux` drives `flutter run` like web, and
`patrol build linux` builds the bundle. No native automation.

`test linux` workflow that runs them under Xvfb on ubuntu-latest.
