It looks like navigation speculation specification is in the process of getting moved, but hasn't been moved yet. The spec URL says that it has moved to the HTML standard, but links to an open pull request and its preview.

Do we want to point to the PR preview in the meantime, or wait until the move has completed?

I think it's unfortunate that content was removed without proper redirection, and before the changes landed in the new spec. I don't think we should point to the PR preview.

De facto, these features are momentarily not part of any spec with good standing, so it would be accurate to remove these spec URLs in the mean-time (even though, admittedly, we already have some exceptions).

Yeah the spec_urls should be removed for now to land this. Hopefully new URLs will be available soon.
