Uses the new mgbuild image with toolchain v8 for Memgraph. The new toolchain is built with a GLIBC 2.31-based sysroot, so binaries compiled using it have the same GLIBC ceiling. Using this will enable the
mgconsolebinary to run natively on Linux distributions Ubuntu 20.04+, Fedora 32+, RHEL 9+ and Debian 11+.
