[Samples] Consolidate samples version folders and update element samples for new features

The version specific folders are no longer serving a useful purpose. This epic tracks consolidating those folders, updating any element samples that should take advantage of appropriate new features (for example text headers) and ensuring that the tools/visualizers/website generation are updated accordingly.
