Description:
Running azd up fails when deploying the AgentWithHostedMCP service, as shown in the following image:

Steps to Reproduce:

1. Initialize the project: azd init --template Azure-Samples/ai-foundry-starter-basic.
2. Initialize AI agent: azd ai agent init -m https://github.com/microsoft/agent-framework/blob/main/dotnet/samples/05-end-to-end/HostedAgents/AgentWithHostedMCP/agent.yaml and select location southcentralus.
3. Run azd up.

Environment:

• Azd version: azd version 1.23.7-daily.5941133 (commit 302d696d41e2029a04e86ecf642da5a0c1c441c0).
• AI Agent Extension version: 0.1.11-preview
• Agent: AgentWithHostedMCP
• OS: Windows
• Location: southcentralus.

Expected Behavior:
azd up completes successfully and deploys the AgentWithHostedMCP service.
