Cannot install a specific version

Describe the bug

When trying to install a specific version of aspire, it returns a 404 regardless of how the version is formatted.

Expected Behavior

As per the documentation, (https://aspire.dev/reference/cli/install-script/) it should install the specific version of aspire.

We are having the same problem.

For the CI pipeline, our workaround is to "dotnet tool install --global Aspire.Cli --version ", which actually works.

As part of triage cleanup ahead of the 13.3 release, this issue is being moved to the Backlog milestone. If you believe it should remain in 13.3, feel free to re-add to the milestone and leave a comment here why it should not be punted.

I'll have to try the dotnet tool install approach for our workflow.

The issue is, when team members install aspire (or our devcontainer installs aspire on build), folks end up with different versions. The version of the CLI being out of sync with the SDK has its own issues.

Now that we have GitHub releases, npm, dotnet, winget, and homebrew, this should be doable.

As for the install script supporting it, Ankit Jain (@radical) and Jose Perez Rodriguez (@joperezr) thoughts?

We intend for the cli, dashboard and dcp to be evergreen (and the vscode extension as well).
