the file is checked-in, so not clear why it couldn't find it.

ZLoo (@Zombach) might you be able to look and fix the test? Eric Erhardt (@eerhardt) says:

"this test is just adding a random ProjectA to the builder. and the exception you are getting is because it is trying to find the launch profile for this non-existing project . it might have passed before becuase of test ordering - some other test might have created that file before this one ran"

he also noted that instead of var project = builder.AddProject<Projects.ServiceA>("project"); we typically do var serviceA = builder.AddProject<ProjectA>("serviceA", o => o.ExcludeLaunchProfile = true). if that matters.
