[Automated] Update dependencies

Auto-generated update to the package dependencies. In order for this PR to be green, it will require all of the new dependencies to be mirrored to our AzDO NuGet feeds. Any updates made outside of the first itemgroup in Directory.Packages.props should be reverted as those are packages that get updated through arcade's dependency flow.

Also do you happen to have a trick to update all of these in the mirror at once? I guess I would just grab everything out of this file, put commas between, and feed those to it. I can do that

BTW when I run locally there are some csproj updates including
<PackageReference Include="Microsoft.CodeAnalysis.CSharp" Version="4.13.0" PrivateAssets="All" />

and changes like

    <PackageReference Include="Npgsql.OpenTelemetry" VersionOverride="$(Npgsql8Version)">
      <Version>9.0.3</Version>
    </PackageReference>
