Satellite assemblies are copied even when configured not to #10972

Describe the bug

When the project is configured to only publish specific languages, MSTest.TestAdapter.resources.dll and MSTestAdapter.PlatformServices.resources.dll are still published for all languages.

Version used

MStest.Sdk 4.4.0.

Steps To Reproduce

1. Crteate MSTest.Sdk project.
2. Add the following properties to the project:
   en-US
   en-US
3. Build the project.

Expected behavior

No localization subfolders are created under the output path.

Actual behavior

Localization subfolders are created under the output path that contain MSTest.TestAdapter.resources.dll and MSTestAdapter.PlatformServices.resources.dll.
