Part of the Angular 21 upgrade. The frontend's angular19 branch is now on Angular 21 with standalone components and Vitest (microting/eform-angular-frontend#8155).

CI: PR CI checks out the frontend and the sibling plugins (items-planning, timeplanning) at the branch the PR targets. Corepack is enabled before every yarn install, because the frontend's angular19 pins Yarn 4. The Dockerfile builds the frontend with yarn. The unit-test job runs ng test in place of Jest.
- Merge order: this PR's CI builds against items-planning's and timeplanning's angular19 branches. Merge their Angular 21 PRs first (items-planning #2144, timeplanning #1763).
Standalone: all 163 components now import exactly what their templates use. NgModule declarations are removed, and the deleted EformImportedModule/FormattingTextEditorModule wrappers are gone. Every module that had a dialog provider, directly or through the shared frontend modules, still imports MatDialogModule. Barrel imports that caused circular imports now use direct paths.
IDs: repeated IDs (actionMenu, navigateToPropertyArea, the archive rows and the document folders) are indexed. The Playwright, Cypress and WDIO selectors use [id^="…"], and the report table styles match the indexed IDs. The matching frontend style fix is style(table): match indexed action-menu ids on highlighted rows eform-angular-frontend#8157.
Tests: 126 spec files (2,285 tests) are migrated from Jest to Vitest. buildQrSheetPdf takes an optional QR factory and the tail-bite locations page has a buildQrSheet field, so specs can replace them without module mocks. The defaults are unchanged.
Dead code: BackendConfigurationCaseHeaderComponent is removed. Its old mdb-card template was referenced only in comments.

Done in 6 reviewed groups. Verified locally with ng build and the full ng test run against frontend angular19, together with the other migrated plugins. Whole-plugin code review done. Not yet clicked through in a browser.

Shared components, the layout, the reports/statistics/task-worker-assignments feature modules and the root module are standalone now; their NgModules import the classes instead of declaring them. Not-yet-converted feature modules drop the removed EformImportedModule/FormattingTextEditorModule wrappers (documents imports FormattingTextEditorComponent) and a TS 5.9 BlobPart cast in the files module, so the host build stays green. Repeated row IDs are indexed and the test selectors use [id^=...]. G1 specs move from Jest to Vitest. The case, statistics and task-worker-assignments modules now import MatDialogModule directly. Component barrel imports that could form import cycles are replaced with direct paths (one left FileCreateEditFileComponent undefined under ng test). Every remaining Jest spec in the plugin is moved to Vitest; the QR sheet builder and the locations page take their PDF/QR helpers as overridable defaults because module mocks do not work under ng test.
