When this batch is published, rs/moq-relay remains at 0.14.13 with an empty Unreleased section even though 260a3a4..09fc5c0 contains direct relay changes in #3041 and #3069, plus the #3083 feature wiring. Updating moq-native in the release graph without bumping the relay means no new relay tag or artifacts will be created, so the auth-source-of-truth behavior and revalidation fix are absent from this release; bump rs/moq-relay/Cargo.toml and add its changelog entry. In this release-only commit, iroh is upgraded from 1.0.3 to 1.1.0 alongside foundations, simple-dns, uuid, and other external packages even though no corresponding registry dependency change was requested. Because the release workflows consume this lockfile with --locked, the resulting artifacts silently ship routine dependency upgrades that bypass the configured Dependabot cooldown and isolated review path; regenerate only the local workspace package entries while preserving the prior external resolutions.
