[Task]: Improve jobs UI in reviewer tools for appeals

Description

The UI we display for open cinder jobs in reviewer tools isn't particuarly specialized for appeal job - in particular it doesn't explicitly show what the enforcement action being appealed is, and the affected versions (the reviewer has to find the associated activity in the version history for that). Now decisions can have a greater range of actions (and follow-up actions), the UI should expose more information about the decision for appeal jobs.

Acceptance Criteria

• cinder job blurb for appeal job shows enforcement actions(s) and affected versions for the decision(s) that are being appealed.
