Keep Shadow compatible with Gradle 8.12
Shadow 9.6.1 is incompatible with this repository’s unchanged Gradle 8.12/JDK 21 toolchain: the immediately preceding reviewed Shadow upgrade explicitly rejected this same 9.6.1 Dependabot target for that reason and retained 9.2.2 instead. The wrapper remains on Gradle 8.12 (gradle/wrapper/gradle-wrapper.properties:3) and CI installs JDK 21 (.github/workflows/ci.yml:102-109), so builds fail while applying this plugin before build or test tasks run. Keep a compatible Shadow release or upgrade the wrapper/toolchain together.
