Add per directory ignore file support #1183

Selective sync in a main menu for an entire hierarchy is not very efficient.
It would be better if opencloud would use ignore files in directories that are taken into account during sync like .gitignore file. This way, each directories could specify a list easily as sometimes a file
may have to be synced in a directory and not in another.
