docs/release-notes/v1.0.0.md: the v1.0.0 release notes, what the release does and every known limit, so the tag carries the notes its milestone requires #482

Why. The v1.0.0 milestone's description (Brett Heap, 2026-10-12) makes the tag wait for, among other things, "release notes listing the known limits". No issue or pull request held that yet. Brett Heap assigned it to lane openRepoShape-5 on 2026-10-12 ("Release notes draft", with the notes as a repository file landed by pull request).

What. One new file, docs/release-notes/v1.0.0.md:

• What v1.0.0 is. "Core flows, all OSes": every procedure in AGENTS.md works end to end for ordinary repositories on Linux, macOS and Windows. The procedures are listed with the command each one runs.
• What it does not promise. Every known limit: the checklist items of the five area parents (Tracking: adopt-project.py, converting an existing repository in place #457 adopt, Tracking: update-shape.py and bump-leg.py, keeping a project's shape copies and leg pins current #458 update-shape and bump-leg, Tracking: setup, scaffold, family and the shared helpers, creating projects and families #459 setup, scaffold, family and the shared helpers, Tracking: shape-doctor.py, reporting a repository's compliance #460 doctor, Tracking: the test suite, CI and the docs #461 tests, CI and docs), and every open issue left off the milestone (known limits stay open, off the milestone). They are grouped by area, each in one plain sentence saying who it can hit and what they see, with a link to its issue or checklist item.
• Verified with. The CI gate on the release commit (tests, tests-macos, tests-windows).

How. The file is drafted now, and refreshed from the checklists and the open issues just before the tag, when every in-scope issue has closed. The pull request stays a draft until then, so it cannot land with a stale list. No tool, test or other doc changes, unless a test requires an index of docs/ to name the new file.
