bump-leg.py: the leg's fetch leaves out every refspec of the leg's own that can bring a tag under origin/, and one onto the branches' names from another namespace, by the rule family.py bump asks, now one function both tools import, so a branch and a tag of one name no longer fail it and a tag no longer answers for a branch (#1037) - #1068
