adopt-project.py: `check` finds, and `execute` refuses before any leg exists, a plan `follow_ups:` that is not a list of text and an `elected_on:` that `election_date` does not read, with or without a `reference:`, so `follow_ups: 5` is no longer a traceback and `elected_on: someday` is no longer refused under a flag neither command takes (#293, #294) - #356
