adopt-project.py: check takes --local-remote-dir and resolves each relative submodule url the plan keeps in a leg from the bare repositories execute --local-remote-dir would create there, so under that test path check no longer refuses an adoption execute verifies, or passes one execute refuses, over such a url (#417) - #718
