Graphics, Database, and Help menu actions do not respond on Windows

Description
Menu options under Graphics, Database, and Help open correctly, but selecting the options does not produce any observable action.

Steps to Reproduce

1. Open OsdagBridge v1.0.4.
2. Open or generate a bridge model.
3. Click Graphics menu.
4. Select Zoom In, Zoom Out, Pan, or Rotate 3D Model.
5. Repeat for Database and Help menu options.

Observed Behavior
• Menu opens successfully.
• Selecting menu options does not perform any action.
• Keyboard shortcuts do not respond.
• No error message is displayed.
• Graphics toolbar icons work correctly.
• Mouse controls (zoom, pan, rotate) work correctly.

Expected Behavior
Menu actions and associated keyboard shortcuts should execute their respective functions when selected.
