1. Minimal reproduce step (Required)

  1. Deploy a cluster with 1 TiDB and 3 Tikv.
  2. Run benchmark ycsb (workloada).

2. What did you expect to see? (Required)

No performance regression.

3. What did you see instead (Required)

Duration regression in benchmark ycsb (workloada) compared to baseline 44.33 after #67917.
