build: add a helper target to build tidb-server with failpoints #68241

Description

Enhancement

TiDB developers sometimes need a local tidb-server binary built with failpoint code enabled. Today this requires running the failpoint enable step and the normal server build flow separately.

Add a make server_failpoint target that:

  • depends on failpoint-enable
  • reuses the existing SERVER_BUILD_CMD used by make server
  • disables failpoints after the server binary is built

This keeps the developer workflow consistent with the existing Makefile targets while avoiding duplicate server build commands.
