• add the 13 highest-volume currently unvouched contributors from the last three weeks
• restore case-insensitive alphabetical ordering in .github/VOUCHED.td

Why

Each added contributor has had at least four pull requests merged between July 29 and August 19, 2026. Vouching them allows the normal trusted-contributor workflow on future pull requests.

Overview
Updates .github/VOUCHED.td so 13 high-volume external contributors are trusted by the vouch workflow, and removes prior denouncement lines for several of the same accounts (e.g. eggfriedrice24, shivamhwp, jappyjan).

The list is re-sorted case-insensitively per file policy, bringing the total to 43 unique github: entries.
