hoveron: fills not getting the right areas

hoveron: 'fills' does not seem to work correctly with regular scatter traces filled to next or zero. It misses big parts of the fill and includes some regions that are outside the fill.

I suppose we could restrict hoveron: 'fills' to fill: 'toself' as a bugfix, then consider hover on other fills as a new feature...

No updates here? Hover simply does not work for filled area plots, especially when there are many zero areas stacked on top of each other. I can never see the hover markers for the large areas.
