feat: lattice-based signature algorithm #174

Idea

I would love to see an implementation of some NIST approved lattice based crypto schemes. The two lattice based examples for signatures are:

You can read more about the four approved schemes here.

If you'd like, there is a third option:

  • SPHINCS+
    But this is not lattice based (it is hash based).
