replace flake8 and black with ruff?

Maybe its not worth bothering with, because we're not making so many code changes to the repo right now... But maybe this will simplify the project management by moving more stuff out of setup.cfg?

This could be a nice change. I have not played with ruff yet. After I get the docs updated (so that everything works on the current Python version), I will look into this unless I'm tired of infrastructure maintenance :).

I find ruff is quite good, but it's very opinionated and it's list of opinions seems to keep growing. What I've done for tskit-dev projects is

1. Pin to specific ruff version in pyproject.toml
2. Add a bunch of exceptions where it's being too annoying, e.g.: https://github.com/tskit-dev/msprime/blob/a72615cae5ff86be5c453af0661a840b779787ab/pyproject.toml#L148
