[Bug] Connection indicator does not immediately turn green when USB is connected on Windows

Describe the bug
The connection LED at the top of the brick shows blue for Bluetooth or green for USB.

When autoconnecting on windows, Pybricks Code picks it up right away, but the hub light does not turn green.

It turns green when another (unrelated) status changes, such as a program being started or stopped.

To reproduce
Steps to reproduce the behavior:

• Use Pybricks Beta on Windows
• Open Pybricks Beta
• Turn hub on
• Plug in USB
• No green light.

Expected behavior
A green light within half a second of USB connected.
