Add check-github-funding pre-commit hook #725
Description
Problem
check-jsonschema provides dedicated pre-commit hooks for several GitHub configuration files, but there is no built-in hook for .github/FUNDING.yml. Users currently need to configure the generic check-jsonschema hook with the SchemaStore schema manually.
Proposal
Add the GitHub Funding schema as a vendored builtin schema and expose a generated check-github-funding hook in the supported pre-commit hooks, following the existing catalog-driven pattern used by the other GitHub hooks.

Since we've now gotten a second PR for this which violates the project stance on AI usage, I'll go ahead and say:

It's a great issue to take if someone wants to help out with the intent to stick around. Most likely, I'll the up doing it myself in order to prevent further bot "contributions".
