Update Wix version for Python 3.10

The old version of Wix used to build the installer for 3.10 does not contain necessary files to use an up to date compiler. So either we upgrade Wix, or we set PlatformToolset=v142 for the installer build (the runtime is fine).

Workaround for the current release is to build the whole thing with the older platform toolset.
