CMS Tag List component (documented but not shipping)

Summary

CMS docs describe a Tag List component (list every tag in a Collection, optional post counts, links for browse-by-topic / tag cloud) but it is still not available in Elements / Core Pack.

Ask

Ship the documented Tag List component so authors can build tag pages / sidebars without custom Twig workarounds.

Extra context from forum (optional scope)

• chrisecurtis: also wants neat per-article tag display (e.g. horizontal buttons linking to tag pages); custom component awkward because Twig emits newlines after each tag name.
• Pretty URLs for tag pages (/tag/mytag vs /tag/?tags=…) mentioned as a separate pain — capture only if in-scope for this component; don’t invent product behaviour.
