What does this PR do?
At present, we have a bunch of old E2E tests (which are themselves Ginkgo-based) which are largely disconnected from our existing E2E tests, and which largely cover the same functionality.

We can just remove those old tests, and add any missing functionality to new tests.

test/e2e/gitopsservice_test.go was deleted, along with the now-dead test/e2e/suite_test.go and test/e2e/argocd_route_test.go, and the whole test/e2e directory. The orphaned test-metrics, test-route, and test-gitopsservice Makefile targets were removed.

The test-e2e and test-gitopsservice-nondefault Makefile targets (which only ran the now-removed test/e2e and test/nondefaulte2e packages) were removed, and README.md / scripts/openshiftci-presubmit-all-tests.sh were updated to call make e2e-tests-ginkgo instead.
