FreeBSD 15+ has renameat2.

These values are supported:

     AT_RENAME_NOREPLACE  If the path specified by tofd and to exists, the
                          request fails with the error EEXIST.

     AT_RENAME_EXCHANGE   Atomically exchange the files pointed to by the from
                          and to names.

This one should also be added:
libc::SYS_renameat2

    I am only maintaining packages that are Rust dependent.

    It should be pretty easy, add it here

    libc/src/unix/bsd/freebsdlike/freebsd/mod.rs

    Line 3277 in 2cf22d5

    and here https://github.com/rust-lang/libc/blob/2cf22d549c9c2f74da7443c578f3333904f51115/libc-test/semver/freebsd.txt with a link to the source header in the commit message. No worries if not, somebody else may eventually pick it up.
