Upgraded Microsoft.EntityFrameworkCore and Related Packages

Summary

This PR updates the Entity Framework Core packages from version 8.0.0 to 9.0.22 in the Database project. The changes include:

  • Microsoft.EntityFrameworkCore: Updated from 8.0.0 to 9.0.22
  • Microsoft.EntityFrameworkCore.Proxies: Updated from 8.0.0 to 9.0.22

The remaining EF Core packages (Design, Relational, SqlServer, Tools) remain at version 8.0.0 to maintain compatibility with build and design-time tooling.

Impact

This partial version upgrade brings the Entity Framework Core runtime and proxies up to the latest major version (9.x), while keeping compatible versions for package tools and utilities designed for EF Core 8.x. This incremental approach ensures core functionality receives newer features and security updates without breaking change detection during build time or design-time operations.

Mixed EF Core major versions in a single project while targeting net8.0 runtime

EF Core 9.x requires .NET 9 features and the version skew causes assembly loading conflicts and contract breaks between EF Core core, relational, SQL provider, and tools assemblies. Either upgrade all EF Core packages to 9.0.22 and change TargetFramework to net9.0, or downgrade Proxies back to 8.0.0 to maintain uniformity across the EF ecosystem.

Mixed EF Core major versions in a single project while targeting net8.0 runtime

EF Core packages are mixed between major versions 8 and 9 while targeting net8.0 runtime.

Suggested code:

<!-- Either align all to 9.0 and update target framework, or keep all at 8.0 -->
