Add an instance-owned per-thread reasoning store keyed by durable
ThreadId. Hosts can snapshot an effort once at turn start intoRunPolicy::default_reasoning, so later updates apply to the next turn and request-level reasoning remains authoritative. The harness exports the existing 16,384-token interactive output cap for hosts to opt into without changing policy defaults.Validation completed locally:
