Adds the v1 CapsHost callback contract and typed serde-only records for code, shell, memory, approval, and agent-runner calls. The module adapter uses the exact host-created callback address, constructs state and saved-workflow resolution over the owner-scoped document port, and executes spawned tools, HTTP requests, and nested workflows with the same run capabilities. Tokio task runner errors and panics settle tickets, terminal states remain stable after cancellation, and unsafe or parked child workflows fail explicitly.
