Adds the real SGF public OpenAPI snapshot and generated SvelteKit server client foundation before feature pages start using CMS data.

Commits the reviewed sgf-public-v1 OpenAPI export with source commit and hash notes.
Generates server-only TypeScript API types from the committed JSON by default.
Adds a request-scoped openapi-fetch client with fixed private CMS origin validation.
Adds opt-in local schema fetch, local CMS config docs, drift checks, and focused API client tests.
