Adds the static project assets and CSS-first theme base needed before rebuilding the shared shell and pages.

Copies the SGF logos, headline SVGs, circuitry SVGs, checkbox/radio SVGs, og.jpg, pipey.jpg, and Source Sans Variable WOFF2 files under the preserved public paths.
Adds the Adobe Source Sans OFL notice and a provenance document with hashes for each copied file.
Maps the legacy color, breakpoint, radius, button-size, font, and body typography measurements into Tailwind 4 theme tokens and narrow base styles.
