This PR updates the Stellar RPC GitHub Actions workflow to make the Stellar Core version configurable (via reusable workflow inputs) and adds an optional path to build Stellar Core from source for integration tests.
Changes:
- Adds
workflow_callinputs (core_version,core_git_ref) to parameterize the integration test Core version and optionally build Core from source. - Updates the integration test job to use the provided Core version (or a default) and conditionally run either source-build or debian-package install.
- Increases integration test timeout from 20m to 30m.

core-git-refparameter that will build Core from source.
