docs: update tutorial for SvelteKit 3 - #2232

- `$lib` -> `#lib` - cookies now `/` by default - `handleError` now accepting all kinds of errors - version polling different behavior now - `invalidateAll` -> `refreshAll` - `$env/...` -> `$app/env/...` - some redirects

The “reading and writing cookies” page might need to revise one sentence:
this is no longer true. We’ve stuck to their old function signatures while they have completely changed them and the function names in newer majors |
