Summary

  • Cuts the Master Agent's fixed per-turn token floor by 26% (23,058 → 17,033 measured), on top of the 19% this branch already took off. Against where we started, the orchestrator now costs 41.5% less on every single turn before the user has typed anything.
  • The headline finding: 19 synthesised delegate_* tools were each carrying a byte-identical 356-token argument envelope — 6,764 tokens, 39% of the entire tool-schema budget, for the same JSON 19 times. It is now 193 tokens each, and the field semantics live once in the parent's prompt.
  • Introduces one legible, tested rule: no description in a model-facing tool schema exceeds ~50 tokens. Policy that overflows moves into prompt.md, where it is billed once instead of once per tool per turn.
  • Three more tool packs (skills, goals, app_update) withhold 1,757 tokens of rarely-needed schemas behind load_skill.
  • Fixes a latent test bug found on the way: spawn_parallel_agents_tests never installed the global embedding host, so it only passed when a sibling test file happened to run first in the same binary.

Problem

The orchestrator pays its whole tool surface on every turn, and the surface was mostly repetition rather than information.

Measured with tiktoken o200k_base against a real openhuman agent dump-all:

component before
system prompt 6,368
tool schemas 16,690
floor per turn 23,058

Inside the schemas, one object dominated. ArchetypeDelegationTool::parameters_schema is emitted for every delegate_* tool, so its prose is billed 19× per turn:

19 delegates × 356 tokens = 6,764 tokens = 39% of the tool-schema budget

237 of those 356 tokens were description strings, and prompt.md already documented six of the nine fields in prose. blocking alone cost 100 tokens, 19 times over.

The same excess existed at the top level: 33 of 51 advertised tools carried a description over 50 tokens — todo at 279, run_code at 228 — most of it procedure the parent cannot act on, or a restatement of the parameter schema directly beneath it.

Solution

1. De-duplicate the delegation envelope (−4,665 across the shared tool set).

All nine properties, their types, required: ["prompt"] and the citation_requirement enum are unchanged — render_structured_handoff reads the property names, and it still finds all of them. Only four descriptions survive, each one where the property name genuinely does not carry the meaning:

  • blocking — the default is behaviour-critical and not inferable from the name. Getting it wrong is silent and asymmetric: async when it should have blocked finalizes the turn before the result lands, the exact failure the result-gating rule exists to prevent.
  • evidence — "actually observed" is the anti-fabrication contract, not a label.
  • citation_requirement / model — a bare name reads as neither.

The rest is documented once in orchestrator/prompt.md under "Structured handoffs" (~250 tokens charged once, replacing ~2,700 charged 19×). A test asserts prompt.md still teaches every field the schema stopped describing — stripping the schema is only safe while the prompt covers it, so the two are coupled directly rather than by convention.

Also removed: the "Use only when direct response/direct tools are insufficient. " prefix that collect_orchestrator_tools prepended to every delegate description — 13 tokens × 19, restating a rule the prompt already carries as Direct-first always.

2. The 50-token description cap (−1,220 direct, −688 delegate).

Applied tool by tool, not by truncation. Delegate descriptions were edited in each agent's own agent.toml, never truncated at the synthesis site, because when_to_use is also the agent-registry description, the MCP dispatch.rs blurb and the spawn_async_subagent catalogue entry — shortening it there improves all four surfaces, truncating at one degrades the other three.

The largest single cut is code_executor (849 → 284 chars): its GitHub-I/O-via-Composio rule was being billed to the parent every turn, and that rule is already stated three times in code_executor's own prompt, where the agent that must obey it actually reads it.

3. Three more tool packs (−1,757).

skills, goals and app_update join the existing workflows / crypto / integrations packs. Pure data, reusing the shipped mechanism.

The fleet tools are deliberately not packed, and there is now a compiled-in constant plus a test recording why: steer_subagent, wait_subagent, continue_subagent and friends are needed reactively, mid-turn, exactly when an async worker returns or pauses on ask_user_clarification. A load_skill round-trip at that moment is the worst possible time to add one, and a continue_subagent the model cannot see is the known infinite-re-delegation failure mode (#4291).

Explicitly rejected: collapsing the delegates into one delegate(agent = enum, …)

It looks like the bigger lever and is not. Each delegate's distinct description (the target's when_to_use) does not disappear — it re-renders inside the mega-tool, the way SkillDelegationTool::build_description already does — so on top of this PR it buys only ~2.5k more. Against that it reverses the decision recorded in orchestrator/agent.toml ("routing decisions happen at the tool-selection layer rather than hidden inside a mega-tool's enum param"), and the tool names are load-bearing beyond routing: prompt.md teaches them individually and the tool-pack table keys on them. That is a routing-quality change needing an eval, not a token change. The reasoning is now recorded in agent.toml for the next person who proposes it.

Impact

Measured, environment-independent attribution (the two dumps saw different Composio connections, so this is computed over the tools visible in both, with newly packed tools accounted separately):

tokens
49 tools visible in both dumps −4,665
11 newly packed tools −1,757
load_skill index growth (3 new packs) +140
System prompt (envelope block, net) +257
Total −6,025

Floor 23,058 → 17,033 (−26.1%), and −41.5% against the 29,102 this branch started from. The delegation envelope is 356 → 193 tokens.

The saving multiplies beyond the orchestrator: collect_orchestrator_tools builds the same envelope for any definition with [subagents], and harness/instructions.rs inlines parameters_schema() into the system prompt for providers without native tool calling, so on those models it lands twice.

Prompt-cache impact is a one-off invalidation on deploy; per-turn behaviour is unchanged, since the envelope stays byte-identical across all delegates and the new prompt block is static text in the frozen prefix.

Minor known cost: prettier pads markdown tables, which adds +52 tokens to prompt.md. Unavoidable while format:check gates CI, and small enough not to be worth restructuring the tables for.

The risk this PR carries is behavioural, not mechanical: a model might populate the structured fields less often now that their descriptions are gone. Mitigations, in order of force — the prompt block is attended to before the tool block and is not competing with 18 identical copies of itself; the field names are unambiguous; and render_structured_handoff already degrades gracefully, rendering no section for an absent field. If field-population does drop in practice, the cheap fix is restoring a single short description on evidence (~15 tokens × 19), not reverting.

Submission Checklist

  • Tests added or updated (happy path + at least one failure / edge case) — envelope_descriptions_stay_within_budget (asserts exactly which fields may carry a description and that none exceeds the cap), prompt_documents_the_stripped_envelope_fields (the schema↔prompt coupling), every_pack_declares_the_tools_it_is_named_for, the_reactive_fleet_tools_are_never_packed, plus an extension to parameters_schema_requires_prompt_only asserting all nine properties survive.
  • Diff coverage ≥ 80% — changed lines are schema/description literals and pack data, all executed by the suites above.
  • Coverage matrix updated — N/A: no feature added, removed or renamed; this is a token-cost change to existing surfaces.

    • Native disclosure instead of the use_skill proxy. A packed tool is invoked through use_skill(skill, tool, args), a nested envelope models handle less reliably than a native call. toolpacks/mod.rs blames tinyagents registering tools into a HashMap behind &mut before the turn starts — but that turns out to be avoidable without touching tinyagents: Middleware::before_model gets a fresh per-turn clone of the schema vec, and three shipped middlewares already do request.tools.retain(...). Register packed tools normally, hide them in a middleware until load_skill flips a flag, delete use_skill (~500 tokens), and collapse three strip sites into one predicate.
    • tinyagents: the OpenAI Responses API path bypasses prepare_tool_schemas (providers/openai/transport.rs), so schema cleaning applies on the Chat Completions path only. Not a token issue; worth its own issue upstream.
    • Pre-existing, unrelated: two openhuman::cron::scheduler tests abort with a stack overflow on the default 2 MB test stack. Reproduces on clean upstream main; deserves its own issue.

Commit & Branch

  • Branch: tool-schema-skills
  • Commit SHA: see head of branch

Validation Run

  • Rust fmt/check — cargo fmt --check clean; cargo check on the product feature set clean.
  • Focused tests — openhuman::agent::orchestration::tools:: + openhuman::tools::toolpacks:: → 148 passed, 0 failed.
  • Measurement re-run end to end — openhuman agent dump-all into an isolated workspace, tokenised with tiktoken o200k_base.
  • pnpm typecheck / format:check — N/A: no TypeScript changed. Prettier applied to the two touched markdown prompts.

Validation Blocked

  • command: full cargo test --lib
  • error: openhuman::cron::scheduler tests abort the test binary with a stack overflow
  • impact: pre-existing on clean upstream main, unrelated to this change; the affected suites were run with those tests skipped.

Behavior Changes

  • Intended behavior change: none functional. Tool schemas keep every property, type and enum; only description prose moves into the system prompt.
  • User-visible effect: lower cost and latency per turn. Tools in the three new packs require a load_skill call before use, matching the existing packs.

Parity Contract

  • Legacy behavior preserved: required: ["prompt"], all nine envelope properties, and the citation_requirement enum are asserted unchanged; the two delegation e2e tests pass untouched.
  • Guard/fallback/dispatch parity checks: render_structured_handoff reads property names only and already no-ops on absent fields; pack permission forwarding is unchanged and still ceiling-defaults when a handle is unbound.

The prompt dump now writes a `.tools.json` file alongside each dumped prompt, containing the full `{name, description, parameters}` schema for every tool the agent exposes. This captures the fixed per-turn cost of tool schemas, which for agents with many tools dominates the prompt size. A new `tool_specs_of` helper collects these schemas from any tool slice, and the `DumpedPrompt` struct gains a `tool_specs` field to carry them. The `load_dump_config` function now installs memory host seams so that the dump CLI works without a prior runtime bootstrap. Separately, a new `toolpacks` module is introduced and wired into the tool pipeline via `split_packed_tools`, which moves packed tool families behind `load_skill`/`use_skill` after all other gates have run.

The packed tools are now appended as always-on tools that resolve by name from the agent's live registry, rather than being split out during registration. This ensures that delegate tools synthesised later by collect_orchestrator_tools are also covered, since they never pass through this function.

… visible-set stripping

The old `split_packed_tools` function moved packed tools out of the advertised set and into a separate `HashMap`, then injected `load_skill`/`use_skill` tools that held an `Arc` to that map. This created a circular ownership problem and made it impossible to rebind the pack tools when the agent's tool registry was replaced. The new design appends the pack tools directly to the registry with a `Weak` handle, binds them after every `Arc` rebuild, and strips packed tool names from the visible set instead of physically removing them. This avoids the circular reference, keeps all tools in one vector, and ensures stale handles degrade gracefully rather than pointing to a stale registry.

…istryHandle`

Replace the eager `Arc<HashMap<String, Box<dyn Tool>>>` with a late-bound, non-owning `PackRegistryHandle` that resolves tools from the registry vector by index. This breaks the reference cycle that would otherwise prevent the tool vector from ever being dropped, and lets the pack tools be built before the registry they live in. The handle also enforces skill scoping at resolution time so `use_skill` cannot dispatch into tools outside the named pack.

Co-authored-by: Medulla <medulla@tinyhumans.ai>
Add a new method `pack_registry_handle` to the `Tool` trait that returns an optional reference to a `PackRegistryHandle`. This allows the `load_skill` and `use_skill` tools to receive a late-bound registry handle after construction, since they need to reference the registry they themselves live in. All other tools return `None` by default.

Add logic to strip packed tools' schemas from the visible tool set and replace them with `load_skill` and `use_skill` advertisements, while keeping the original tools executable in the registry. This change also binds the pack registry to the tool set after construction, ensuring the pack tools can reference the registry once it exists.

When the agent synthesises tool names, delegate names are added back wholesale, which can reintroduce packed delegate tools that were previously withheld. This change re-applies the packed-tool stripping immediately after synthesis so that compressed delegate tools remain hidden from the wire and do not reappear on the first Composio reconcile.

Seeding the visible tool names from tool specs materialises the "all visible" sentinel into a concrete set, which would re-admit packed tools that the builder withheld. This change re-applies the withholding by stripping packed tools from the visible set after seeding.

Switch from pretty-printed to compact JSON serialization for tool parameter schemas when rendering a pack. Pretty-printing adds roughly a third more tokens in indentation and whitespace that provide no benefit to the model, and this text is charged to the context window exactly like a native schema, so the compact form reduces token usage without changing the semantic content.

…token cost

The delegation envelope schema previously carried full prose descriptions for every field, which were repeated 19 times across the synthesised delegate tools. This consumed 39% of the orchestrator's tool-schema budget on each turn. The descriptions have been removed for most fields, with the semantics now documented once in the parent's system prompt. Only four fields retain descriptions where the property name alone is insufficient: blocking, evidence, citation_requirement, and model.

…n stripping

Add an assertion that every property key in the delegation schema is preserved after the description-stripping pass, because `render_structured_handoff` reads each field back into the child prompt and dropping one would silently remove a section of that prompt.

…tions

Add two tests that enforce the delegation envelope's prose stays within a strict token budget, because every description in the envelope is billed 19 times per turn on the Master Agent. The first test verifies that only four fields carry descriptions and that none exceeds a 50-token cap, while the second test ensures the orchestrator prompt still documents the stripped fields so the contract is preserved rather than lost.

Replace the single-line summary of delegation fields with a detailed breakdown of every optional field in the `delegate_*` envelope, including their purpose and usage guidance. This clarifies the contract between orchestrator and child agents, reducing the risk of invented context and making the async worker lifecycle explicit.

…lt-gating rule

The prompt's documentation for the `blocking` parameter in the async worker section incorrectly referenced the result-gating hard rule as being "below" when it actually appears earlier in the document. This change updates the directional reference to "above" so that readers are correctly guided to the relevant rule.

Adds a new bullet to the prompt explaining the delegate_* tool family, which allows the agent to invoke specialist sub-agents with structured parameters such as objective, evidence, constraints, and expected_output. This clarifies how to use these tools correctly and warns against modifying the blocking field, since the agent runs headless and a detached worker has no delivery target.

…delegation tools

Move the shared argument envelope documentation for `prompt` and `model` into the parent's prompt.md, matching the pattern already used by `ArchetypeDelegationTool`, so that the same text is not emitted once per delegate tool and the token cost of the tool-pack is reduced by approximately 6.8k.

Auto-committed-on: dragonfly
Co-authored-by: Medulla <medulla@tinyhumans.ai>
Add three new tool packs for skills, goals, and application updates, along with a documented constant listing fleet tools that are deliberately excluded from packing. The new packs bring the total schema cost to approximately 5.9k tokens, measured with tiktoken o200k_base against a real agent dump. Fleet tools are kept unpacked because they are needed reactively mid-turn, where a load round-trip would be harmful and a missing continuation is a known failure mode.

Auto-committed-on: dragonfly
Co-authored-by: Medulla <medulla@tinyhumans.ai>
Add two tests to verify toolpack registry invariants: one asserts that every named pack contains exactly the tools it is expected to, catching typos or drift in compiled-in membership data, and another confirms that fleet tools used reactively mid-turn are never packed, preventing a load_skill round-trip from blocking async worker steering.

The description for each delegate tool now uses the target's `when_to_use` verbatim instead of prepending a "Use only when direct response/direct tools are insufficient" prefix. This prefix was repeated once per delegate tool, adding roughly 250 tokens per turn on the Master Agent while restating a rule already present in its system prompt as "Direct-first always". Any parent agent whose prompt does not already carry that rule should add it there once rather than paying for it on every delegate schema on every turn.

…tool call test

The test `agent_turn_runs_long_parallel_subagent_flow_with_many_nested_tool_calls_inner` was missing a call to install the global embedding host, which `create_memory` requires. This caused the test to pass only when another test in the same binary happened to run first and install the host, and to fail when run in isolation under a narrow filter. The fix adds the installation call, which is safe to repeat because `install_for_tests` is `Once`-guarded.

… on use_skill

Add three new tests covering the proxy behaviour of the use_skill tool. The first verifies that external_effect_with_args correctly forwards the inner tool's classification, the second checks that timeout_policy returns the packed tool's own deadline rather than the proxy's default, and the third confirms that an unresolvable tool name falls back to ToolTimeout::Inherit.

Update the orchestrator prompt to use more concise and direct language in the delegation decision tree, and adjust the corresponding test assertions to match the new phrasing. The changes clarify when to use direct responses versus sub-agents, refine the description of live service routing, and improve the guidance on handling scope errors.

Updated test assertions in the orchestrator prompt tests to match recent wording changes in the prompt itself. The result-gating rule assertion now checks for "work runs synchronously" instead of "tasks run synchronously", and the specialist routing assertions no longer expect the "use `" prefix, reflecting that the prompt now references these tools without that leading verb.

The test assertion for the tool's description was updated to match the actual wording used in the production code, changing the expected string from "ONE card `in_progress`" to "Keep one `in_progress`" so the test correctly validates the single-in-progress discipline guidance.

The test precondition now reflects that the tool-pack builder materialises a concrete visible allowlist at build time, so a freshly built agent is no longer filter-less. The test explicitly resets to the "all visible" sentinel to exercise the empty-set case, which is the only way callers can reach that state.

The test was using a convoluted filter expression that always produced an empty set to reset the visible tool names. Replacing it with a direct empty HashSet makes the intent clearer and removes unnecessary complexity.

Consolidate two assert macro invocations from multi-line to single-line format to improve readability without changing any test logic or behaviour.
